Prof. Dr. Toshio Obi

Prof Obi also acts as a Co-Overseer for the APEC project on ICT Applications for People with Special Needs (Aging and Disabilities). He has worked for the UN Development Program and was a senior researcher in the Center of Japanese Economy and Business at Columbia University. Currently, he serves inseveral positions including: Special Envoy of ITU Secretary General Toure for Academia, Chair of ITU Asia and Pacific Center of Excellence Management Committee, Chair of UNESCO UNITWIN on disaster preparedness and many more. Prof Obi holds a PhD from Waseda University and a Masters degree from the Graduate School of Keio University.

Dr. Sak Segkhoonthod

Prior to his current tenure, Dr Sak was director at Government Information Technology Services and a special instructor in Data Communications of Telecommunication Engineering and Information Engineering at Suranaree University of Technology. From 1997 till 2000, Dr Sak was a researcher at NECTEC, and was involved in projects such as the Information Superhighway Testbed, the ThaiSARN Project, GINet Project and the Public Key Infrastructure Project. He also represented Thailand at Non Alliance Movement's ICT Meetings, Asia Pacific Telecommunication Meetings as well as Asia Pacific Advanced Network Meetings. Dr Sak holds a Ph.D in Electronics Systems Engineering from the University of Essex, in addition to his Master degree in Computer Studies.

Prof. Lim Swee Cheang

Swee is an appointed Director of EZ-Link Board, a member of the Advisory Committees of Nanyang Polytechnic and Republic Polytechnic, and a member of the NSL Ltd (a listed company) Corporate Research and Development Advisory Panel.

Swee set up the e-Government Leadership Centre in partnership with Infocomm Development Authority of Singapore (IDA) as well as the National Continuing Education and Training (CET) Centre funded by the Singapore Workforce Development Agency (WDA). Over 97,000 professionals and managers were trained in NUS-ISS since 1984. Swee was a former Board member of Land Transport Authority (LTA) and had served on various national committees such as the Singapore Government Economic Review Committee and the National Infocomm Media Masterplan 2025 Working Committee.

Prof. Dr. Suhono Harso Supangkat

Prior to his current position as Chair, Information Technology Research Group at Bandung Institute of Technology, Prof Suhono was the Chairman of the Institute for Innovation and Entrepreneurships Development in 2010. Between 2007 and 2009, he was appointed as Special Advisor to the Minister of Communication and Information Technology, Republic of Indonesia. Prof Suhono was assigned as a Chairman of Business Incubator Center at ITB from 2003 to 2009. During 2002-2006, he was coordinator program on Graduate School of Information Technology in ITB. In 2000, he was assisting some Government activities and industries, especially on Regulations and IT Governance. He was secretary of Electrical Engineering Department Bandung Institute of Technology from 1998-2002.

Prof. Dr. Francisco A. Magno

He is Vice-President of IAC. He is the Director of the Jesse M. Robredo Institute of Governance (formerly known as the La Salle Institute of Governance) of De La Salle University. He has conducted teaching and research in several universities, including Florida State University, University of Reading, Waseda University, Hiroshima University, University of Hawaii, and University of the Philippines. He sits in several governance boards, including the Steering Committee of the Philippine Open Government Partnership, the Multi-Sector Governance Advisory Council of the Governance Commission for Government-Owned and Controlled Corporations, the Board of Directors of the Local Governance Training Institutes-Philippine Network, the Board of Trustees of the Albert del Rosario Institute for Strategic and International Studies, and the Board of Trustees of the Jesse M. Robredo Good Governance Center in Naga City. He was the recipient of an Outstanding Young Scientist Award from the National Academy of Science and Technology of the Philippines in 2000. The Webometrics Ranking of 2015 listed him among the Top 150 Scientists based in Philippine institutions.

Ms. Mingfen Chuang

Mingfen Chuang is the Deputy Director of Information Management Department, National Development Council, Taiwan. She is responsible for the planning of e-government project and government open data. By encouraging government agencies to deepen opening of data, and enhancing the governance model for data collaboration between the government and private sectors, it aims to raise the quality and efficiency of public administration. She got the MA degree in Library & Information Studies from University of Wisconsin- Madison in 1991. Main Areas of interest: E-Government; E-Governance; Government Open Data; Citizen e-Participation.

Prof. Dr. Jean-Pierre Auffret

Chair, George Mason University, USA

J.P. Auffret is associate director of the Center for Assurance Research and Engineering in the Volgenau School of Engineering and director, research partnerships and grant initiatives in the School of Business at George Mason University. He was previously director of the executive degree programs in the George Mason School of Business including the MS in Technology Management, the MS in Management of Secure Information Systems, which is jointly offered by Mason's School of Management, Volgenau School of Engineering and School of Public Policy; and the Executive MBA.

He is also co-founder and vice president of the International Academy of CIO and has served on several recent Commonwealth of Virginia commissions including the Commonwealth of Virginia Health Information Technology Advisory Commission (HITAC) and the Electronic Medical Records Advisory Committee of the Virginia General Assembly’s Joint Commission on Technology and Science (JCOTS).

Auffret earned a B.S. degree from Duke University where he was an A.B. Duke Scholar, an M.B.A. from the University of Virginia and a Ph.D. in Physics from American University.
